ground と言われれば「グラウンド」「土地・地面」というのが頭に浮かぶと思います。
でも辞書で引くと「理由」とか「根拠」って意味もあるんです。
これを使った表現 で “on the ground that ~”という言い方があります。
意味は」「〜という理由で」みたいな感じ。because と同じですね。
例文としては、
The actor became famous on the ground that he appeared as a Kamen Raider on TV.
( 仮面ライダーでTVに出たので、その俳優は有名になった。)
People should not go outside on the ground that a state of emergency has been declared.
( 緊急事態宣言が発令中なので外出すべきでは無い。)
