Extreme heatwaves, with temperatures reaching or exceeding 40°C in some areas, are no longer rare events. They are becoming a more familiar feature of recent summers. These events remind us that extreme heat is not only a weather issue. It can also test how well society is prepared for a changing climate.
一部地域で40℃を超える熱波は、もはや珍しい現象ではなくなりつつある。極端な暑さは単なる気象問題ではなく、社会の備えを試すものになっている。
Recent climate research suggests that past climate patterns may no longer be a reliable guide to future risks. This idea is important because many social systems were designed based on past climate conditions. Power networks, public transport, schools, and hospitals were often built for summers that were less extreme. As a result, a gap is emerging between old assumptions and today’s climate reality.
最近の気候研究では、過去の気候パターンが将来リスクの判断材料として十分ではなくなりつつある可能性が示されている。社会インフラも、過去の気候を前提に作られているため、現在の現実とのズレが生じている。
This issue is not limited to Europe. In Hokkaido, Japan, mild summers were once seen as a regional strength. However, rising temperatures are gradually changing daily life. This shows how a local advantage can become a weakness when environmental conditions change.
この問題はヨーロッパだけではない。涼しい夏が強みだった北海道でも、気温上昇により生活が変わりつつあり、地域の強みが弱点に変わる可能性が見えている。
Adapting to this new situation requires more than improving buildings or energy supplies. It also requires a change in how we think about risk. Relying only on past experience to predict future dangers may become increasingly unsafe. Instead, people and communities may need to use real-time weather data when making daily decisions.
適応には、建物や電力供給の改善だけでなく、リスクの考え方を変えることも必要である。過去の経験だけでなく、リアルタイムの気象データを日々の判断に使うことが重要になっている。
Ultimately, the true challenge lies not only in the temperature itself, but in our mindset. We need to rethink what we call “normal” before the environment forces us to do so.
本当の課題は気温そのものだけではなく、私たちの考え方にある。環境に迫られる前に、「普通」の基準を見直す必要がある。
