Countries such as Canada, the United Kingdom, and Australia have expanded immigration to address labor shortages caused by declining birth rates. Immigration has helped support economic activity by filling jobs in healthcare, construction, and other essential sectors. However, these countries have also faced unexpected challenges, including housing shortages, rising rents, and growing pressure on public services. As a result, some governments have recently tightened immigration policies.
カナダ、英国、オーストラリアなどでは、少子化による労働力不足を補うために移民受け入れを拡大し、経済活動を支えてきた。一方で、住宅不足や家賃高騰、公共サービスへの負担増といった副作用も生じ、一部では移民政策の見直しが進んでいる。
Japan can learn important lessons from these cases. Simply increasing the number of foreign workers without proper preparation may create similar problems. In Japan, recent policy discussions have highlighted two key priorities: accepting foreign workers in sectors facing serious labor shortages, such as nursing care and agriculture, and strengthening support systems, including Japanese language education and community integration programs. At the same time, efforts to raise birth rates through childcare support and labor reform remain important.
日本もこれらの事例から学ぶべき点が多く、準備不足のまま外国人労働者を増やせば同様の問題が起こりうる。現在の日本では、人手不足の深刻な分野での受け入れ拡大と、日本語教育や地域共生支援の強化が重要な課題とされている。
Birth rate policies and immigration policies are fundamentally different issues. The former aims to maintain future population levels, whereas the latter mainly serves as a short-term response to labor shortages. However, Japan may no longer have enough time to deal with them separately.
少子化対策と移民政策は本来別の問題であり、前者は長期的な人口維持、後者は短期的な労働力不足への対応を目的としている。しかし、日本では人口減少が急速に進んでおり、この二つを切り離して考える余裕がなくなりつつある。
