"there be"構文は存在を表します。その後ろの"we can emit into the
atmosphere"は"carbon dioxide"を修飾していますので、これを訳に反映させると、「我々が大気中に放出できる（してもよい）二酸化炭素の量は限られている」となるので、まとめると、「世界の気温の水準が1.5度に到達することを防ぐためには、我々が大気中に放出できる（してもよい）二酸化炭素の量は限られている。」
