「柔らかい・優しい」という意味の形容詞です。

ライティングでは次のように使えます。

Parents should prepare tender foods for young children because soft meals are easier and safer for them to chew and swallow properly.

親は幼い子供のために柔らかい食べ物を用意すべきである。なぜなら、柔らかい食事のほうが安全かつ簡単に噛んだり飲み込んだりできるからである。

Many children develop confidence more easily when their parents give them tender support instead of criticizing every small mistake they make.

多くの子供たちは、親が小さな失敗をいちいち批判するのではなく、優しい支えを与えると、より簡単に自信を育む。

instead ofは「～の代わりに」という意味です。
