regulateは「規制する」という意味で、regulation「規制」の動詞の形ですね。

ライティングでは次のように使えるかなと思います。

Regulatory agencies play an important role in our society because they regulate various industries to ensure consumer safety and market fairness.

（規制委員会は私たちの社会で極めて重要な役割を果たしている。なぜなら様々な産業を規制し、消費者の安全と市場の公平さを確保しているからだ。）

The need to regulate emerging technologies, such as artificial intelligence, becomes more important because they have the potential to reshape our world.

（人工知能などの新興技術を規制する必要性は、ますます重要になってきている。なぜならこれらが世界の形を変えてしまう可能性があるからだ。）
