【準1ライティング便利表現178】hesitant

「ためらっている・消極的である」という意味の形容詞で、動詞はhesitateです。

英検ライティングでは次のように使えるかなと思います。

Many students feel hesitant to express their true opinions in class discussions because they fear criticism from teachers or negative reactions from their classmates.

多くの学生は、教師からの批判やクラスメートの否定的な反応を恐れて、授業中の議論で本当の意見を述べることにためらいを感じている。

Even though scientific evidence clearly showed the serious effects of climate change, the government appeared hesitant to introduce strict environmental regulations.

気候変動の深刻な影響を示す科学的証拠が明確にあるにもかかわらず、政府は厳しい環境規制の導入に消極的なように見える。

I’m hesitant to agree with that idea.

のように使うと、直接的な否定ではなく、やわらかい印象になります。
